Provide IWS API's instead of command line

Provide normal API's instead of the commandline scripts for deploying webservices to the Integrated Webservices Server.

Use Case:

Automatic deployment of webservices via a solid and performant interface instead of the command line interface which is harder to monitor for failures.

APIs cannot be provided given that the code handling the configuration is Java-based. In the past, it was hard installing services based on manually created property files. However, a new script,, has been created to make the generation of a property file based on an installed web service less error prone.
