According to this document, threshold for ineligible job is reset to 255 in IPL.

There is no way to change this initial threshold number. If it can change, it could reduce alert message.
AS our client does IPL once in a week, threshold is reset every week.
Client occasionally has message CPF0908/0909 when end users submit many jobs at the same time such as first business day after winter vacation. Monitoring system sends alert and client should use time to check the system condition. So client needs to adjust initial threshold after IPL.

In IBM i release 7.4, the QMAXACTLVL system value is no longer used, so a poorly set QMAXACTLVL should no longer casue the CPF0908 message to be sent. It is still possible to set the MAXACT too low at the pool level, but once corrected you should not be repeatedly getting this error.
Reading the link you provided… it is up to you to adjust the pool (increase the activity level).
