I find watermarks distracting in 5250 windows, so I use a coloured background to the OIA to distinguish systems. I then use wide borders on SQL windows with the same bold colours that make it immediately obvious which system I am connected to, and these honour the current connection, not just what you launched the window with.
The one scenario I can imagine where watermarks may be required is for people who access more different systems than can reasonably be allocated unique colours (say, more than 10). But... if that were me, I'd prefer a different approach than obscuring the background of my content. Perhaps a banner on the upper or lower edge of any 5250 or SQL window which could be set consistently (and also in IFS windows and others!)
This is exactly why we added the support to customize the border for the RSS Panel. While it is not a watermark for the background of the RSS panel, it does serve the purpose for which you are asking. On the RSS panel, select View->Custom Border Settings.
The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.

Why not adding default watermarks to the system configuration in ACS? Could be used for 5250, Run SQL scripts, Integrated File system and maybe others.
