Add Object Target Release to QUSROBJD and QGYOLOBJ API Result Set

Apparently the TGTRLS parameter of program and service program creation does not get returned by either QGYOLOBJ nor QUSROBJD APIs.
Yet it is displayed on the DSPPGM and DSPSRVPGM commands, hence it is a *PGM *SRVPGM attribute.
The request to to return the Target Release (and please use for VxRyMz instead of V99R99M99) for any object that has a TGTRLS attribute.


Use Case:

Trying to determine when programs and service program are compiled. Can't use a single call to either QGYOLOBJ or QUSROBJD to do that. Instead we have to (A) Generate the list using QGYOLOBJ, then (B) Determine the object type, (C) call one of a plethora of cryptic APIs to get that object types object description, (D) determine which subfield contains that Target Release.

    The QGYOLOBJ and QUSROBJD APIs return a "system level" field which has the level of the operating system when the object was created.

    For program and service program objects, the Retrieve Program Information (QCLRPGMI) API and Retrieve Service Program Information (QBNRSPGM) can be called to return these fields:
    Earliest release program can run
    Release program created for
    Release service program created for
    Release service program created on

    Since this information is already returned for program and service programs with other APIs, this request is being declined.

    The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.
