New BIF to test Parameter Length

Please introduce a new BIF (%parmlen) to get the length of a parmeter defined using OPTIONS(*VARSIZE)


Use Case:

To get the length of a parameter passed by reference *VARSIZE i have to code to use CEEDOD (prototype, parameters and the call itself).
This new BIF will save coding time leaving the use case of CEEDOD for more specific needs.

    Some sort of real "introspection" would be good - like getting the real data-type of the parameter field.

    IBM will use this request as input to planning but no commitment is made or implied. This request will be updated in the future if IBM implements it. IBM will use votes and comments from others in the community to help prioritize this request.

    If this feature is implemented, it would only be supported for procedures defined with OPDESC.

    IBM has received the requirement and is evaluating it. IBM will provide a response after evaluation is complete.

    If this feature is implemented, it would still be necessary to specify OPDESC for the prototype and procedure interface.
