Support COMMENT ON for ResultSet Columns for UDTF

When defining SQL Table Functions, the system catalog contains space for Comments to be associated with the ResultSet columns. However, DB2 for i SQL does not provide support to use COMMENT on (or LABEL on) for the resultSet columns of SQL Table functions. It needs to do so.

Use Case:

We've created a web app that shows documentation for our SQL Functions and Procedures. It provides that documentation via the content saved in the SQL CATALOG from the COMMENT ON/LABEL ON statement for the Input/Output parameters.
However the resultSet columns, who they exist in the catalog and have comment/label space allocated form then, have no interface to provide said content exposed to end-users/developers.

This enhancement was delivered in December 2022 with IBM i 7.5 PTF Group level 3 and IBM i 7.4 PTF Group level 23.

Comments can now be applied to the result columns of table functions.

COMMENT ON RETURN COLUMN is introduced on this page: https://www.ibm.com/support/pages/node/6828125
It is described in the SQL Reference in IBM Documentation here: https://www.ibm.com/docs/en/i/7.5?topic=statements-comment

The CEAC has reviewed this requirement and recommends that IBM view this as a MEDIUM priority requirement that should be addressed.

Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.

To find out how CEAC help to shape the future of IBM i, see CEAC @ ibm.biz/BdYSYj and the article "The Five Hottest IBM i RFEs Of The Quarter" at ibm.biz/BdYSZT
