PASE - Allow to run while on restricted state

This RFE is connected with #154063

For a better integration with Open Source tools it would be great to allow commands in PASE while system is in restricted stated.
Even without TCP services will be useful.

I can think of two scenarios:
* PASE can run on QCTL
* PASE runs on a exclusive subsystem, and is not taken in account when declaring restricted state


Use Case:

* We could save using PASE tools
* When combined with RFE #154063 we could monitor IBM i during night shift process, like backup or maintenance windows

    Thank you for the request. IBM does not plan to provide a solution for this request in the near future. Due to the constraints of system state, the utility of PASE commands would be significantly reduced.
