Improve the SET DESCRIPTOR statement

The usage of the SET DESCRIPTOR statement is currently complex, tedious and error prone, this leads to hard to maintain code and the usage of anti patterns like user supplied strings directly inserted into dynamic SQL or complex case statements in static SQL.

There should be a way to automatically increment the COUNT header info and use it as current VALUE when setting an item.

There should be a way to use the type information from the host language instead of having to manually look up the data type code in the documentation and having to hard code the length, scale, precision, etc...

Use Case:

This would improve code from this:
count += 1;
EXEC SQL
SET DESCRIPTOR 'd_test' VALUE :count TYPE = 12, LENGTH = 30, DATA = :some_varchar;
...
SET DESCRIPTOR 'd_test' COUNT = :count;

To something like this:
EXEC SQL
SET DESCRIPTOR 'd_test' VALUE NEXT TO :some_varchar;

    IBM does not intend to provide a solution to this request at this time, so it is being closed. The database team has a long list of higher priority requirements, so this request is not likely to be implemented within the next three years.

    While we would like to make SET DESCRIPTOR easier to use, a very large number of enhancement requests do not have any solution today. We will be focusing most of our attention on these functional gaps. That means this request is unlikely to be fulfilled. We believe this RFE may have future value, so we will add it to an internal list for us to keep in mind for the future.
