add resilience to SAV* operations Merged

Please check the SAV* commands which provide a parameter PRECHK() - when set to *NO the help text says that only saveable objects will be saved and the operation continues.
This does not work at SAVLIB(*ALLUSR) when there is a damaged spool in an outq - the operation fails (and the backup is not complete for the non-damaged objects).


Use Case:

The parameter PRECHK(*NO) implies a backup operation will continue, but on some cases there is an error reported to BRMS which leaves the target device DAMAGED.
