When access paths are rebuilt; the database sequences the rebuilds to occur based on index size descending. Since history tables and indexes may be quite large but are not often used in Production processing; this presents a roadblock to making the system fully available to the users. In order to restore the system to operational state for Production more quickly; it would be beneficial if the system sequenced the access path rebuilds to occur based on "member open count" descending; assuring tables which aren't frequently used rebuilt last.

Maybe a CHGRBDAP command can be of help where one can define priorities based on library / PF name?
Determining the correct order for rebuilding access paths is highly dependent on the system and the indexes that need to be rebuilt at the time. While adding options for automatic rebuild rules sounds like a reasonable request, the variability of each situation would make it difficult for an administrator to configure appropriately.
There is an existing solution to help with this situation. The EDTRDBAP command is provided to allow you to select the order of access path rebuilds. See this technical note for details:
