The support to restore individual user profiles and restore the password has been available since V5R1. If SECDTA(*PWDGRP) is specified on the RSTUSRPRF command when USRPRF is not *ALL, the password will be restored. From the RSTUSRPRF help text for the SECDTA parameter:
    *PWDGRP
The specified user profiles, their private authorities, and their passwords and group linkages are restored.

Note that *ALLOBJ and *SECADM special authorities are required for the user profile running the RSTUSRPRF and specifying SECDTA(*PWDGRP).
