Add optional argument for XMLPARSE

To use XMLPARSE, the external encoding of the data need to be consistent with XML prolog.


But, often, the encoding of the variable (in hosted langage or CLOB) isn't the same as original value.

For example : when we receive an XML file by FTP or other transfer soft, the CCSID doesn't match the encoding in the prolog. Or when we put the XML data in a RPG variable, the CCSID of the variable doesnb't always match encoding.

And the content as been converted into the variable CCSID, so the value of encoding in the prolog doesn't matter any more.


So, it would be practical to have an optional argument IGNORE PROLOG in XMLPARSE function.
