Add FromStreamFile option to CRTPAGSEG

We turned FTP off on our system. I had the need to update a page segment & it look a lot of trial-and-error when using CPYFRMSTMF to copy the raw page segment from the IFS (added via network share) to a physical file to then execute the CRTPAGSEG command.

Many commands have the option to use a library/file OR a path in the IFS as the source. Enhancing CRTPAGSEG to use either library/file/member or the IFS would allow a raw page segment to be saved to the IFS & eliminate needing to create a temporary PF & executing CPYFRMSTMF.

Creating the temporary PF & the subsequent CPYFRMSTMF are also prone to causing the CRTPAGSEG to fail, if not executed correctly. Adding the option to specify an IFS path will greatly enhance the usefulness of CRTPAGSEG.
