Enhance Outbound API Timeout Control to Support Millisecond

There is timeout control method in IBMi transport C outbound API package.
AXISC_PROPERTY_CONNECT_TIMEOUT

AXISC_PROPERTY_IO_TIMEOUT

If the time parameter value is greater than zero, the value will be used as the maximum time, in seconds, to wait for a connection to complete.

Can IBM enhance it to make Transport C support timeout control at millisecond level?

    Added following new properties:

    AXISC_PROPERTY_CONNECT_TIMEOUT_MILLI
    AXISC_PROPERTY_IO_TIMEOUT_MILLI

Basically the value specified for the property is assumed to be in milliseconds.
