Add PGM parameter to Command Definition (CMD) command

On CRTCMD, PGM parameter defines the command processing program (CPP) for the command being created. Add this parameter to the CMD definition statement so the CPP can be coded within the command source. Today, the CPP must be specified each time the command is compiled and is prone to error or omission. Due to the default, it also encourages the use of a CPP named the same as the command which may not comply with local naming conventions. Having this parameter would insure that the CPP is always correct when compiled.

    IBM agree with the request and a solution appears to be desirable. IBM intends to provide a solution. However, IBM's plans may change and no commitment is make that a solution will be provide.

    I could see this being extended to something like the DCLPRCOPT that is available for CL programs and H spec for RPG.
    in addition to the CPP, current library, product library and help text could be added (among other popular parms)
