Support 64bit OpenSSL libraries on i7.4

With the release of i7.5 the OS delivered OpenSSL PASE libraries are compatible with 64 bit applications, but for releases prior to i7.5 they are only compatible with 32bit linkage.
As most applications are being built as 64bit architecture binaries, this means that there is no way to support OpenSSL on i7.4 or earlier for any 64bit application.

Using the toolbox libraries is not an ideal solution for applications that are shipped to external customers who may not want to install those objects for a variety of reasons.

    The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address. Because smaller companies cannot jump to newer hardware very quickly, they will not be able to go to IBM i 7.5 on their Power8 systems very soon, and therefore the need to support this back on IBM i 7.4 is needed for compatibility for OpenSSL.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.
