Add details to subsystem changed messages (CPC1602 and CPC1604) as to what was changed

CPC1602 - Subsystem changed, and CPC1604, Active subsystem changed are logged to QSYSOPR and QHST and simply state that the specified subsystem was changed. There is no additional message information that tells the user WHAT was changed. In trying to research an issue related to the MAXJOBS of a subsystem being set to a very small value, the message in QHST were not helpful as no additional clues are in the message as to what was changed. As far as I know, there are no other tracks to identify who changed what in a subsystem. If nothing else, iIt would be very helpful if just the parameters that were changed were included in the message

    I agree that this would be nice to have, but unfortunately it would require a complete rewrite of the messaging for the subsystem description component because of the way it was originally implemented. Therefore I am going to decline this at this time, because I don't think we can allocate the amount of resources required to rewrite it this at this time.
