Add abiilty to adjust the increment for selected system limits

I am working with a client that has a few very large files that grow daily and system limit 15003 is logged many times a day since the increment is 1Gb. They know this growth occurs and would like to have an option to specify the increment to be a larger value so they have fewer entries logged.

This Idea is specifically for database limit 15003, but 15401 and 15403 should also be considered. I can also see the value of a general implementation where the flloor and increment could be specified for any supported limit.

    The CAAC has reviewed this IBM Idea and recommends that IBM view this as a medium priority Idea that should be addressed.

    There is value in the change of reducing the number of messages for incrementation.

    Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual IBM Ideas on the broader IBM i community and has therefore reviewed your Idea.
