Add Db2i for i Service to maintain validation list

Please add a DB2 for i service that looks at/maintains the users under validations list under the HTTP admin server. If you need to rename a user today you can't, you have to recreate the user.

Having a service like this will help helpdesk and/or admins create scripts that will automate the creation of these users and can tie it to the creation of user profiles etc. This helps with on boarding.

Having this service will allow you to also port this functionality into the new Navigator for i.
