When a full system restore is performed using BRMS during the RTSCFG part devices are created, IBMi creates OUTQs for the devices, yet as OUTQs are created information regarding AUTL for the AUTQ is not restored.
An intermediate step before restoring the Configuration could be created that restores OUTQs in QUSRSYS, so that AUTL are properly allocated avoiding to have to manually authorize them after the backup is complete.

Additionally, the BRMS Recovery Report does allow customers to add their own environment specific reminder step to restore the OUTQ objects from QUSRSYS from tape prior to the Recover Configuration Data step.
