The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address.
One option could be to handle ENDTCPSVR as it is done with ENDSBS where there actually is not a default value available at all and users are forced to input something to make things happen.

The Change Command Default (CHGCMDDFT) command allows administrators to change the default value of a command parameter. Changing the default value of the SERVER parameter of the ENDTCPSVR command to a value such as *NONE prevents the situation in which all servers are accidentally ended by taking the shipped default value of *ALL. If the SERVER parameter default is set to *NONE, executing ENDTCPSVR with no explicit parameters fails with 'TCP/IP server *NONE does not exist.' To set the SERVER parameter to *NONE on the ENDTCPSVR command, execute the following command: CHGCMDDFT CMD(ENDTCPSVR) NEWDFT('SERVER(*NONE)').
Note: Any program not explicitly specifying the SERVER parameter that expects the *ALL default value will fail the ENDTCPSVR command if the default value is set to *NONE.
Note: The SERVER parameter default value of the ENDTCPSVR command is reset on installs or if the ENDTCPSVR command is ever updated in a PTF. The CHGCMDDFT command would need to be executed again after a release upgrade or a PTF changing the ENDTCPSVR command.
