Please create SQL service to retrieve PCML from compiled modules

Breaking out this part from https://ibm-power-systems.ideas.ibm.com/ideas/IBMI-I-3437

Please create a SQL service to retrieve PCM from compiled programs like the QBNRPII but easier to use. My personal use case for this is to automatically create PHP & NodeJS interfaces - I want to be able to just pull the PCML via an ODBC connection and then create interfaces to use with i Toolkit & XMLSERVICE, and eventually the JSON iService when it's complete.

It's much better IMHO to pull the PCML from the program object on demand vs creating an IFS file because if your build process has different stages and deployment schedules it's a cleaner way to get the "current" version you want to work with.

Ideally this would also have the ability to include details like what source file & line number items were defined at as well as any comments that the IFS PCML might include.
