Refactor->Extract Constant - for ILE RPG

Code Refactoring is a well known software best practice that involves improving the structure of existing computer code while preserving its behaviour.
https://en.wikipedia.org/wiki/Code_refactoring
Eclipse already has excellent refactoring support for Java.
One such refactoring which would be useful for RPG is to extract the definition of a constant.

Use Case:

Extract Constant is very useful for working with legacy code where magic numbers are sprinkled about willy-nilly.

The cursor would be on a literal, by selecting Refactor->Extract constant action the literal would be replaced a referenced to a new named constant which be inserted at the end of the declarations for the containing procedure or module.

The CAAC has reviewed this requirement and recommends that IBM view this as a medium priority requirement that should be addressed. This enhancement would help readability and maintainability of the source.

Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.

For more information about CAAC, see www.common.org/caac

For more details about CAAC's role with RFEs, see http://www.ibmsystemsmag.com/Blogs/i-Can/May-2017/COMMON-Americas-Advisory-Council-%28CAAC%29-and-RFEs/

Improvement here would be a screen that lists all uses of the same literal within the module, and allows the user to select which ones are the same magic number.

Although the theme of this request is consistent with our business strategy, it is not committed to the release that is currently under development.
