Allow optional input parameters in IWS / Websphere Service

Allowing optional input parameters on IWS / Websphere services would prevent requiring consumers of the APIs to pass in variables that are not being used. This would make the request look better and reduce bandwidth.

    You already have the ability to pass a subset of the fields in a request. However, the web service implementation code will still receive the fields, where character fields are set to blanks, varchar fields will have a length of zero, and numerical fields will have a value of zero. There is work being done relating to ability for web service implementation code to know what fields were not passed in. See https://ibm-power-systems.ideas.ibm.com/ideas/IBMI-I-1799

    IBM agrees with the request and a solution appears to be desirable and feasible. IBM intends to provide a solution. However, IBM's plans may change and no commitment is made that a solution will be provided. - IBM Power Systems Development
