add the Julia language to the IBM i ecosystem

I discovered recently a project of portage of Julia language on Power platform.

I would be very interested by a portage specific to the IBM i machines, with a DB2 for i connector optimized for this environment.

The presence of this modern and high-performance language on IBM i, would be a strong sign to attract young talents to the IBM i ecosystem.

For information, here is the link to the article speaking about the portage on Power

The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address. This is an emerging language that is competing with Python, and may become even more popular soon. In addition - it would add support for the LLVM architecture.

The CAAC has reviewed this IBM Idea and recommends that IBM view this as a medium priority Idea that should be addressed. This is an emerging language that is competing with Python, and may become even more popular soon. We are aware that Julia is used by a lot of European insurance companies for risk analysis.
