Add menu option to convert file and variable definitions to free form

To hasten the move from fixed format RPG to free form, please add source option to allow converting variables, constants, DS and f-specs from fixed to free, similar to how you can highlight lines of code and select convert to free.

Dcl-s MYVARIABLE PACKED(5:0). Inz(0);

Surely the RDi built-in syntax checker could convert many items to free. Suggest commenting out old code.
