Add use of visibility attributes to ILE C/C++ compiler

When creating a C/C++ module (using CRTCMOD / CRTCPPMOD) all symbols will be exported.

To control the exported symbols in a service program you can only use *ALL (export all symbols) or *SRCFILE in parameter EXPORT in the command CRTSRVPGM.

For security reasons and other reasons it is generally not recommended to export all symbols. Currently we must create a binder source files which includes the symbol which should be exported.

When only using C modules this might be ok. But when using C++ modules then it is very difficult to create the binder source because of name mangeling.

We need the ability to use "visibility attributes" on source code level which other compilers already use.

On Visual C++ (Windows) the use: "__declspec(dllexport)"

On g++ there is the option -fvisibility=hidden which does only export symbols which have been declared with "__attribute__ ((visibility("default")))".

On XL C for AIX: https://www.ibm.com/docs/en/xl-c-aix/13.1.2?topic=performance-using-visibility-attributes-extension
