Add %OFFSET built-in function to retrieve the position of a Subfield within a Data Structure

Uisng APIs and other interfaces often provides a "Bytes Returned" value. This logical can mean that we can only retrieve data from the returned locations if it was in fact returned by the API. I would like to use something like:

IF (objDesc.bytes_Returned > %OFFSET(OBJDESC : LASTCHGDATE));
// do something here
endif;

 If the subfield is in position 343 in a data structure, then %OFFSET returns 343. RPG IV is a 1's based language, so 0-based results (i.e., 342 in this example) wouldn't be correct.

    IBM will use this Idea as input to planning, but no commitment is made or implied. This Idea will be updated in the future if IBM implements it. IBM will use votes and comments from others in the community to help prioritize this Idea.

    If this Idea is implemented, %OFFSET will return the zero-origin offset of the subfield.

    A %POS built-in function might also be added that would return the 1-origin position of the subfield.
