OS 7.5 changed to provide the same error message when signing on for the case where a userid is not defined or a userid is valid but the password is wrong. This was intended to not 'leak' information to a bad actor that they guessed a valid userid.
However, if you make enough attempts with the same valid userid, it will eventually tell you the profile will be disabled on the next failed attempt, revealing it is a valid userid.
This can be fixed by detecting when the same invalid userid is attempted multiple times and issuing the same error messages about the profile will get disabled and that it is disabled, even though the profile does not exist. This will make the user experience for a good and bad profile the same, while still allowing the valid user who has caps lock on or is mis-remembering their password to stop before getting disabled, and perhaps use a password reset service.
Added benefit is bad actors that think things work the old way will be fooled into thinking they have a valid profile when they do not.
I opened a case for this and it was suggested I create an IDEA.

The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address. The current implementation is asecurity risk as it could expose which user profiles are valid one and which are not.
