APYJRNCHG and RMVJRNCHG do not allow remote journal receivers to be used, however after saving the receivers and restoring them into the receiver library of the local journal, they can be used without a problem.
This however needs manual steps and involves the risk of destroying local receivers.
It should be feasible to allow those commands to use remote reveivers from a different library if they come from a machine where the same journal is in place.
This would allow to synchronize remote libraries by applying journal changes.
What would be a great addition too, would be to allow the application of journal entries to a different Library name, having the same objects and the same journal on it.

For both internal and security reasons, you can only apply journal entries to objects that are associated (journaled) to the journal you're doing the APYJRNCHG/RMVJRNCHG to. Remote journals do not have this direct association, so cannot be used without being restored to the local system.
