CEAC has discussed this idea and actually considers this behaviour a bug that should be fixed.

Auto-recover from this error by the OS would be welcome, because the issue persists after last abnormal IPL, also if normal-IPL was running later.
Anything that can be done to auto recover from this error by the OS would be welcome. We had an end of day job become suspended because of this error and it delayed our normal operating procedure. Manual recovery is easy enough, so if the OS could handle it, that would eliminate a potential issue.
