Add SMTP attribute to limit number of outbound emails per minute.

Many 3rd party relay services have limits on the number of inbound emails allowed in a specified time frame from a mail server. We use SendLayer to relay emails from our IBM i server. SendLayer has a 250 email limit per minute. Would be a nice enhancement if CHGSMTPA had an attribute to limit outbound email per minute. For example: CHGSMTPA LMTEMLSND(250 60) would limit outbound emails to 250 per minute.

    The CEAC has reviewed this requirement and recommends that IBM view this as a HIGH priority requirement that is important to address. This would help with the integration with SMTP services - and it would also help to prevent the IBM i from becoming a SPAM server.

    Background: The COMMON Europe Advisory Council (CEAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CEAC has a crucial role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community and has therefore reviewed your RFE.
