The CAAC has reviewed this requirement and recommends that IBM view this as a “nice to have” low priority feature. This feature is available in other IDEs, and should be provided in RDi as well, but there are some features in RDi today that get close to this functionality.
Background: The COMMON Americas Advisory Council (CAAC) members have a broad range of experience in working with small and medium-sized IBM i customers. CAAC has a key role in working with IBM i development to help assess the value and impact of individual RFEs on the broader IBM i community, and has therefore reviewed your RFE.

RDi has options to filter what you see, such as procedures and subroutines - I think it is one or the other. This gives you just the start and end of each entity, with circled plus signs to open things up as you like.
The outline is also a great tool for getting around large source members - everything starts out compressed to just the names.
Not perfect, yet very useful. Plus having the name of the subroutine of procedure displayed in the status area - wonderful!
Seems these features provide some of what is being asked for. Is it?
We have reviewed this requirement and we feel it would be a beneficial enhancement to the product. We hope to be able to add it to our development plans in the future.
The CEAC should relook at this from a developers point of view. With large programs this would be valuable to collapse code and see only the section(s) you are working on. Having to scroll up and back down wastes time.
Please reconsider moving the priority up for the guys in the trenches.

For Java, Eclipse gives +/- that allows you to expand/collapse methods. I think that same thing would be great for RPGLE procedures.
