Shutdown BIF, similar as SHTDN in RPG

Add a BIF for Shutdown as in RPG. Benefitter would be CL-coder, not having to call a RPG procedure to do the check if job/subsystem/system are going down.

    IBM does not intend to provide a solution to this Idea at this time, so it is being closed.

    As mentioned in another comment, you can use the RTVJOBA command to get the same result as the RPG %SHTDN built-in function.

    DCL &ENDSTS *char 1
    RTVJOBA ENDSTS(&ENDSTS)

    If it is '1' the job, subsystem or system is ending controlled.
    If it is '0' then no controlled ending is happening.
