Allow SND-MSG to use %target( *PGMBDY: 0 )

It just makes things so much easier.  Supporting *PGMBDY allows *ESCAPE messages to be sent directly to the calling executable (terminating the sending program) from any procedure in a program.  Only offering *CALLER forces one to attempt to count the call levels before sending the message in order to get to the call stack entry before the program's PEP. This is an unreliable exercise at best given that procedures can be called in any order, and are not always instantiated at the same call level on every call.

    IBM believes that the solution for the Idea described is available with PTFs for 7.4 and 7.5 that allow more options for the SND-MSG operation code.

    - More messsage types in addition to the existing *INFO and *ESCAPE message types: *COMP, *DIAG, *NOTIFY, *STATUS

    - More special values for %TARGET: *CTLBDY, *PGMBDY, *EXT
