Add Int_Job_ID and Int_SF_ID to formats 0300 and 0400 for QGYOLSPL

We need the internal SPOOLED File ID and the internal job ID in order to call the QUSRSPLA API more efficiently when needed. It would be great if the QUSRSPLA API also only required the Internal SPOOLED File ID when provided, but it currently also needs the JOB or Internal Job ID when providing the Internal SPOOLED File ID. Therefore I'm asking for both. The reason I'm not willing to use format 0100 or 0200 of QGYOLSPL is because they perform much slow when using selection filtering. 

What I'm trying to do is get the list of SPOOLED files along with most of the info about them (provided in QGYOLSPL format 300) and then optionally go out to the QUSRSPLA API to get the rest of the info needed, when desired. I can do that today, but using the internal SPOOLED File ID would make that retrieval time (much) faster.
