Provide CHGSPLFA API and include SPOOLED FILE OWNER User Profile

SPOOLED Files have 3 user profiles associated with them:

1. The User Profile under which the Job that created the SPOOLED file was running ("job user").
2. The Creator User Profile
3. The SPOOLED File Owner

Currently none of these three attributes may be changed after the SPOOLED file is created. 
The only way to simulate changing them is to duplicate the SPOOLED file using various techniques.

I'm asking that the SPOOLED FILE OWNER User Profile be added to both the existing CHGSPLFA CL command and a new QUSCSPLA (Change SPOOLED File Attributes) API that also does allows changing all the stuff from the CHGSPLFA CL command.
