The library list is scoped to a THREAD, not to a JOB. Returning it through a job-based service is not a good fit, since the job could have multiple threads with different library lists.
We were not provided a use case for needing this information. If the library list for the initial thread is acceptable, we recommend getting the job description for the job through the ACTIVE_JOB_INFO or JOB_INFO table functions and then using the JOB_DESCRIPTION_INFO view to see the library list.
