This service is based on the CLDownload feature that is provided by IBM i Access Client Solutions. This interface does not have an option to generate anything other than a file in the IFS.
It would be possible for a client to extend the SYSTOOLS.GENERATE_SPREADSHEET function to use QYS2.IFS_READ to obtain the content of the resulting IFS file as a BLOB, but IBM does not intend to provide this extension.
