improvement to SEND_EMAIL, add BLOB/CLOB as attachment

Be able to serve BLOB/CLOB objects as an attachment directly with SEND_EMAIL.

    IBM does not intend to provide a solution to this Idea at this time, so it is being closed.

    The SNDSMTPEMM command, which is what is used to implement this service, only allows attaching an IFS file. The command will not be changed to support other options.

    One way to overcome this requirement is to use one of the QSYS2.IFS_WRITE procedures to move and format your file data into the IFS. Once that step is complete, you can send the IFS file as an attachment. A few examples of using the IFS_WRITE procedures are available here: https://www.ibm.com/support/pages/node/6340305/
