Enhance Output Queue Library Filtering on QGYOLSPL to support *ALLUSR and *ALL options

The QGYOLSPL is great for obtaining a list of SPOOLED files. However the output queue filtering option is limited to a specific library name or two symbolic names *CURLIB and *LIBL.

The issue comes up if an output queue is in a "private" library  that is not on the library list. When this occurs, no SPOOLED files from that output queue, even if it is specified in the Output Queue name filter, qualified to *LIBL, are not included.

Please add support for *ALLUSR and *ALL to the Output Queue Library Name filtering option on QGYOLSPL.
