The idea is not to limit all SQL. We want to prevent the option to perform a "Run and Explain" on a production box while still leaving the option to perform other necessary statements. We have had moments where a mass update and/or delete has been necessary on a production box but we don't want to accidentally perform these while reviewing whether or not an index may be necessary.
There is already way to restrict ACS Run SQL Scripts on the IBM i side using the WRKFCNUSG command for the old OPSNAV Function Usage ID: https://www.ibm.com/support/pages/can-you-restrict-users-using-sql-ibm-i
