Allow service program AND SQL based APIs under the same web server

Currently, when deploying a new service on a Web Services Server, you have to select between ILE program object as a Web service or SQL as a Web service, and then specify the resource...i.e. URI path template. The URI path name becomes the Service name on the list of deployed services. I would like the ability to be able to specify either a service program procedure or an SQL service based on the method used in the request. 

My use case is as follows: I have a request to allow for IBM i user provisioning via API from our Information Security Department. They would like the ability to call APIs to Create, Read, Update and Delete users on our IBM i partitions. As IBM provides the USER_INFO SQL Service, the GET of an individual user attributes, or all user attributes, are simple SQL statement based APIs. (GET https://servername:port/users will return a JSON document from 'select * from qsys2.user_info' while GET https://servername:port/users/{userID} will return a JSON document from 'select * from qsys2.user_info where authorization_name = ?') Using these eliminates the need of creating a procedure that returns this information.

That works fine, but I also need to call service program procedures for the CRTUSRPRF and DLTUSRPRF commands to be executed, and would like to also host them under the same /users resource. (POST https://servername:port/users would send the required information in the JSON body and call my createIBMiUser procedure, while DELETE https://servername:port/users/{userID} would call my deleteIBMiUser procedure) The deleteIBMiUser procedure would do lots of validation, including prevention of deleting critical profiles.
