Allow ON-EXCP to use a simple qualified name

The invention of the enum structure is great for documenting return codes or exception IDs for particular purposes.  These can be used on the ON-EXCP opcode to clarify the meaning of each message ID monitored.  Qualification of structures (or enums) is very useful when several of the subfields will have the same name.  For example, every procedure might return a return code of ALL_OK.  When I qualify the enum, however, the compiler balks at the simple qualified name I specify.  Would be nicer to accept a qualified name there.
