Alerting ability was added for limit 16100. It is described on this documentation page: https://www.ibm.com/docs/en/i/7.5?topic=services-system-limit-alerts
The 16200 and 16201 limits you proposed for alerts are based on maximums that are variable, so there is no percentage that can be used. We didn't see a strong need for alerting limit 16806, so did not add it. You can monitor these limit on your own by adding a trigger to the SYSLIMTBL table to get awareness when it reaches a sufficiently high number. The CAAC has reviewed this IBM Idea and recommends that IBM not implement this request.
Since there are vendor and Open Source monitoring solutions and work around on the systems, this should be rejected.
