Note that there is no API to provide this information. So a quick SQL UDTF isn't likely. However the internal-use only Macros that are leveraged by DSPPGMREF may be able to be integrated into a external UDTF solution.
Pending that, using the PGMREFS table function (written in SQL/PL for i and wrapping up the DSPPGMREF OUTPUT(*OUTFILE) CL command is a good interim solution.
