Add Update Version Check to ACS Emulator

Currently the version update check (when option is enabled) only works from the "main screen".  Add an option to perform the test when the emulator is started.  Outside of developers, most users have a limited number of IBM i servers to connect with and typically have just the shortcut to the emulator.  Having the update check would allow the system to update without having the users open a second app.

    Thank you for submitting your Idea to enhance IBM i Access Client Solutions (ACS). Support for checking stand-alone features of ACS for updates was added in 1.1.9.5. See the property com.ibm.iaccess.CheckUpdateForPlugins in AcsConfig.properties. This property can be set by the PC Administrator.
