Allow library for Prompt Override and Choice programs to be changed to close security hole.

Products and utilities that can be restored into any library need to be adjusted at 'install' time to properly library qualify pieces of the package.   UPD[SRV]PGM SRVPGMLIB( )  and CHGCMD PGM( )  VLDCK( ) HLPPNLGRP( ) PMTOVRPGM( )  are helpful for this, but CHOICEPGM and PMTCTL programs defined within *CMD source cannot be modified.   

Add CHGCMD parms to allow me to set the *LIBL to be used for all Choice programs and all prompt control programs embedded within the command.   Otherwise, these programs can be 'hijacked' by a program of the same name higher in the system library list above the PRDLIB, resulting in a security exposure.

    I misspoke, I meant Prompt Control, not Prompt override in the title.
