Navigator add own monitor

In Navigator there is the ability to define monitors that are managed directly by the system and are based on certain metrics such as free disk space capacity, CPU usage, etc.

In addition, there is the ability to monitor message queues, defining msgids to be monitored and any responses per job in MSGW.

The idea would be to think about adding custom metrics, based on SQL services that a user can define for themselves, for example monitoring a subsystem status by also setting a possible recovery command.
