Add FIPS support to JDK 17 and beyond.

FIPS is a requirement for criminal justice processing. It was previously supported in JDK 8 (and maybe later) on the iSeries. It is not supported in JDK 17. To be in compliance with federal Criminal Justice Information Systems (CJIS) standards, FIPS is a requirement.

    Nothing optimizes the decline of IBM support over the years more than this entire interaction.

    First, IBM tells me that I'm configured incorrectly. Next, they tell me that FIPS isn't supported in their JDK 17 and that they are working on it as a high priority. Then, they tell me that, no, they really aren't working on it because it's a bigger change and that I really should submit it as an idea here first. Finally, you tell me it isn't an idea worthy of inclusion. Each step above took weeks and months.

    FIPS support is necessary whenever an organization is required—by law, regulation, or contract—to use cryptographic solutions validated against federal security standards for protecting sensitive data, especially in government, healthcare, finance, and critical infrastructure sectors.

    But, in your esteemed estimation, that doesn't include the IBM iSeries customers. Seriously, not sure how that conclusion is justified. I guess you're saying those aren't worthwhile clients in the midrange space.
